Simplify Sales Tax A guide to the Streamlined Sales Tax program

Providers

SST Certified Service Providers: the complete list

Six providers are certified by the Streamlined Sales Tax Governing Board. Avalara, TaxCloud, Sovos, AccurateTax, and Avior currently offer free CSP services to qualifying sellers. Exactor is certified and isn’t currently offering them. Certification is a designation the Board publishes, not an endorsement of quality and not a recommendation, and this page doesn’t rank the six.

The list is the easy part. What you’re actually choosing on sits underneath it: what each company sells besides SST, how much it will tell you about price before you talk to anyone, and what it connects to.

A Certified Service Provider (CSP) is an agent certified under the Streamlined Sales and Use Tax Agreement to run a seller’s sales and use tax work, other than the tax that seller owes on its own purchases. The Governing Board publishes the roster, and it names six. Each of the six gets the same five questions below, in the same order: what it is, whether it offers free CSP services, what it publishes about price, who it fits, and one limitation drawn from its own public materials. Facts are current as of August 19, 2026. The program vocabulary used here, from CSP-compensated seller to Simplified Electronic Return, is defined in the terms the program runs on.

The six sit in the order the Governing Board lists them. That order isn’t a ranking, and neither is anything below it. If you want the same six across seven columns, with a line on who each one is best for, that’s all six providers side by side.

The five providers currently offering free CSP services

Five of the six are listed by the Governing Board as currently offering free services to qualifying sellers.

Avalara

What it is. A tax compliance software company whose platform runs across 190 plus countries and covers sales and use tax, VAT, e-invoicing, excise, communications tax, property tax, business licenses, and 1099 and W-9 filing. SST is one narrow slice of that.

Free CSP services. Yes, on the Governing Board listing.

Pricing posture. Published in full, which is rare here. Avalara’s pricing page puts a tier named Core Compliance + SST Services at $69 per state per month, or $699 per state per year, for sellers under $50M in annual revenue, next to a Core Compliance tier at $79 per state per month. Fetched 2026-08-18 and re-checked 2026-08-19.

Best fit in one line. You’re under $50M in revenue, you want a published price before a sales call, and you already need a broad multi-country compliance platform.

One limitation. The published pricing stops at $50M in annual revenue. Above that the tier is Custom with no figure attached, and the per return fees Avalara confirms for non-SST states aren’t published either.

TaxCloud

What it is. A United States sales tax compliance platform sold to mid-market ecommerce and SaaS brands, with limited Canada support. One market, one tax type.

Free CSP services. Yes, on the Governing Board listing.

Pricing posture. Published in full, in two parts, and you buy both. The subscription is priced by order volume, from $199 a year on Starter and $799 a year on Premium. Filing is a separate plan priced by number of returns, from $399 a year for 12. So the floor is the two together rather than the tier price alone. Audit support runs $99 a month. SST is included on all plans with no tier condition, and what the states fund is decided per state by the CSP-compensated seller test rather than by the plan you’re on. Checked 2026-09-01.

Best fit in one line. You’re a mid-market brand selling in the United States on mainstream carts, with nexus in five or more states, and you’re comfortable letting Shopify Tax or Stripe Tax calculate at checkout.

One limitation. It isn’t the calculation engine on the two largest platforms it supports. Its own integration pages hand the calculating to Shopify Tax on Shopify and to Stripe Tax at Stripe checkout, so on those two you’re buying the filing rather than the rate.

Sovos

What it is. A global tax compliance and e-invoicing company whose products span indirect tax determination, VAT and GST, information reporting and withholding, unclaimed property, and specialty compliance for insurance and beverage alcohol. US sales tax sits inside that portfolio.

Free CSP services. Yes, under its SST Model 1 program. Sovos frames it as money: no filing or remittance fees in the SST states where you qualify under Model 1, because the participating states compensate Sovos directly.

Pricing posture. Not published, checked 2026-08-19. There’s no pricing page on sovos.com, and the SST Model 1 page gives no figure, no tier, and no unit of measure. Every route is a demo request or a sales call.

Best fit in one line. You’re already running SAP, Oracle NetSuite, or Microsoft Dynamics, and you want one vendor across US sales tax, VAT, e-invoicing, and information reporting.

One limitation. Model 1 is both services or neither. Sovos states that a seller selecting it as CSP must use Sovos for both calculation and reporting and remittance, which puts filing-only and calculation-only arrangements outside the program.

AccurateTax

What it is. A United States sales tax software company selling TaxTools, a product built around ecommerce checkout rather than around finance systems, for small business sellers.

Free CSP services. Yes, on the Governing Board listing. Its own SST page puts it plainly: the offering is subsidized by SST, so qualifying customers pay nothing to use AccurateTax to calculate sales tax in those states.

Pricing posture. Not published, checked 2026-08-19. The pricing page carries no figure, only the shape of the model: price keyed to the number of orders, with filing and exemption certificate management as optional extras. Quotes come by email.

Best fit in one line. You sell on one of the nine carts it lists, at an order volume where paying per order beats paying per state.

One limitation. It doesn’t describe notice response or audit response as a service it performs on any page checked on 2026-08-19, its own Governing Board listing included, although notice and audit response sits on the Board’s certified free services list.

Avior

What it is. A United States tax software company whose sales and use tax product, SutTax, is one of five product lines, alongside tobacco and vapor, motor fuel, beverage alcohol, and MSA and scan data reporting. The Governing Board dates its contract from January 1, 2024.

Free CSP services. Yes, on the Governing Board listing. Avior’s own SST page describes the program as covering the cost of using Avior to help qualified sellers manage sales tax.

Pricing posture. Not published, checked 2026-08-19. No pricing page and no dollar figure appears on either avior.tax or the SutTax subdomain, and the single call to action on the SST page is a contact form.

Best fit in one line. You’re a United States seller or distributor on Oracle NetSuite, Odoo, or QuickBooks, and you carry excise obligations in tobacco, fuel, or alcohol as well.

One limitation. It publishes no support commitment. No hours, no time zone, no response-time target, no escalation path, no ticketing system, and no service level agreement appears anywhere checked on 2026-08-19.

Certified, but not currently offering free services

Exactor

What it is. A sales tax calculation and compliance provider that the Governing Board identifies as a subsidiary of Intuit. Intuit absorbed it into QuickBooks, and it has no independent web presence today. The Board routes contact to Intuit and to Intuit’s QuickBooks sales tax page.

Free CSP services. No. The Governing Board’s list keeps a separate heading for systems the Streamlined member states have certified but which aren’t currently offering free services under the program’s CSP arrangement, and Exactor sits under it.

Pricing posture. Not applicable and not published, checked 2026-08-19.

Best fit in one line. There’s nothing on the published record to match a requirement against. With no published service scope, price, or support term, this page can’t name a seller Exactor fits. That is a statement about the available record, not about the company.

One limitation. It isn’t currently offering free services under the CSP program, per the Governing Board, which removes the main reason most sellers go to a certified provider at all.

Why the split matters. Six providers are certified. If what you need is free CSP services in the full member states where you qualify, on the CSP-compensated seller test, your field is five, not six. Free-services status is the Board’s to publish and it can change, so check the Board’s list rather than a vendor page before you shortlist.

What certification means, and what it does not mean

Certification attaches to the software and to the provider as an agent under contract with the Governing Board. Each member state, the Board says, “has certified the accuracy of the software and will provide liability relief for incorrect tax calculation based on that certification.” Free services are a separate arrangement, and the wording is worth reading closely: a CSP “should not charge a seller for the CSP services for any Streamlined member state in which the seller meets the definition of ‘CSP-compensated seller’,” because the member states compensate the provider instead. Qualify in a state and you don’t pay for the certified work there. Fail the test in a state and you do.

What certification doesn’t tell you is most of what you’d actually evaluate on. It isn’t a rating, it isn’t a quality mark, and it isn’t a recommendation from the Governing Board or from this site. It says nothing about price, support responsiveness, integration fit, implementation time, or how a provider behaves when a state sends you a notice. Those differences sit entirely outside the certification, which is why this page doesn’t rank the six and why the order above shouldn’t be read as a preference. The provider that publishes the most about price doesn’t have the widest cart coverage, and the provider with the deepest ERP catalog publishes no price at all.

How to use this list

  1. Cut the field by free services first. If free CSP services are why you’re here, you’re choosing among five.
  2. Test qualification state by state. Free CSP services depend on meeting the five CSP-compensated seller criteria in each state, not on which provider you pick. Run the CSP-compensated seller test before you shortlist anyone.
  3. Screen on integration before price. Three of the six publish no price, so integration fit is the dimension you can actually filter on today.
  4. Expect to ask a vendor for the number. See what each certified provider charges for what’s published and what isn’t.
  5. Read the limitation, not just the feature list. Every profile above carries a section on who the provider isn’t a fit for, built from that provider’s own materials.
  6. Work the criteria rather than a ranking. See how to choose an SST certified service provider for the six criteria and four buyer scenarios worked on the published record. Those six criteria are a different cut from the seven comparison columns above, not a subset of them.
  7. Check what SST is to each company. The certified services are identical at all six, so the differences sit in the rest of the product. See where SST sits inside each provider’s business.
  8. If you already have a provider, treat the switch as its own project. Your registrations survive it. The filing gap doesn’t. See how to switch SST providers without losing coverage.

Frequently asked questions

How many SST Certified Service Providers are there?

Six. The Governing Board publishes the roster, and five of the six currently offer free CSP services to qualifying sellers. Exactor is certified and isn’t currently offering them. The full split, and what it means for your shortlist, is in the five providers currently offering free CSP services above.

Which CSPs offer free services?

Avalara, TaxCloud, Sovos, AccurateTax, and Avior are listed by the Governing Board as currently offering free services. Exactor is certified and isn’t currently offering them.

Does the Governing Board recommend one provider over another?

No. The Board publishes certification status and free-services status. It doesn’t rate, rank, or recommend providers, and neither does this site.

Do I have to use a CSP to participate in SST?

No. Registering through the Streamlined system and filing the returns yourself is a valid path. The states’ compensation of a provider applies only where you contract with a certified provider, so filing for yourself doesn’t earn it. See what a Certified Service Provider is.

List last checked: August 19, 2026. Certification status, free-services status, pricing posture, and the stated limitations are held in one record and used identically on every provider page here. What each provider is, what it integrates with, and who it fits are written from that provider’s own public materials, with extracts cached against their URLs and retrieval dates. No review aggregator or data vendor was used. Pages change, so confirm current terms with the provider.
