Simplify Sales Tax A guide to the Streamlined Sales Tax program

New Jersey and the Streamlined Sales Tax program

New Jersey is a full member of the Streamlined Sales Tax program and has been since October 1, 2005, so if you register through the Streamlined Sales Tax Registration System (SSTRS) you file there under the program’s uniform rules. A New Jersey sale doesn’t automatically carry the statewide rate, because the state runs two reduced rate programs and eligibility for either is yours to establish first.

Is New Jersey in the Streamlined Sales Tax program?

Yes, as a full member, effective October 1, 2005. New Jersey is one of all 24 member states in the Streamlined Sales Tax program.

What SST membership changes for a seller collecting tax in New Jersey

New Jersey comes with the other member states when you register once, on how to register through the SSTRS. It uses the program’s shared definitions and sourcing rules, so one system files there. Selecting it starts an obligation, on what your ongoing obligations are after registering, and whether you qualify to have that work paid for is a separate test, on whether you qualify for free CSP services.

What is specific to New Jersey

One thing.

Two reduced rate programs run inside the state, and each one has its own collection schedule. A qualified Urban Enterprise Zone seller and a Salem County seller may each charge a reduced sales tax rate on eligible retail sales, and the state publishes a separate collection schedule for each program. So an eligible sale under either program does not carry the statewide rate, and each program’s schedule governs only that program. If either could reach you, two questions come before your calculation does. First, whether you’re a qualified seller under that program. Second, which of your sales are eligible.

None of that goes away because New Jersey is a member state. What membership did here was fold New Jersey into the SSTRS from October 1, 2005 and put the division to publishing New Jersey rate and boundary files for Streamlined sellers. It didn’t remove the two reduced rate programs, the separate schedules that come with them, or the division’s own filing calendar, and it reaches none of the states outside the program.

Where to register and where to find current rates

Register through the SSTRS and select New Jersey. New Jersey sales tax carries the current rate, the forms, and the dates. The reduced rate detail, including the collection schedules for Urban Enterprise Zone and Salem County sellers, sits on the division’s page for those programs, and its own account of its participation, including the rate and boundary files it publishes for Streamlined sellers, is on its Streamlined Sales Tax page.

We don’t publish a New Jersey rate or a filing date here on purpose: a number that changes belongs with the department that changes it.
