Simplify Sales Tax A guide to the Streamlined Sales Tax program

Tennessee and the Streamlined Sales Tax program

Tennessee is the only associate member of the Streamlined Sales Tax program and has participated since October 1, 2005, so if you register through the Streamlined Sales Tax Registration System (SSTRS) you file there alongside the full member states. What associate status leaves open is whether the program’s own funding of certified providers reaches Tennessee, and the public record doesn’t answer it.

Is Tennessee in the Streamlined Sales Tax program?

Yes, as an associate member, effective October 1, 2005. Tennessee is one of all 24 member states in the Streamlined Sales Tax program, and the only one holding associate status.

What SST membership changes for a seller collecting tax in Tennessee

Tennessee comes with the other member states when you register once, on how to register through the SSTRS. It uses the program’s shared definitions and sourcing rules, so one system files there. Selecting it starts an obligation, on what your ongoing obligations are after registering, and whether you qualify to have that work paid for is a separate test, on whether you qualify for free CSP services.

What is specific to Tennessee

Three things.

The Simplified Electronic Return has a business-location catch. Register through the Streamlined Central Registration System with no business location in Tennessee and you can file the SER. Hold property or people there and the simplified return is the piece of the program you don’t get. The full rule, and which states have no such condition, is on what a Simplified Electronic Return is.

Sales inside Tennessee are sourced to origin. A sale that starts and ends in the state is sourced to the seller’s or lessor’s place of business rather than to where your buyer receives it, an election the Agreement permits and the department states on its Streamlined sales tax page.

The rest of the sourcing rules moved in 2024. The Tennessee Works Tax Act adopted a majority of the SSUTA sourcing provisions effective July 1, 2024, including sourcing marketplace sales to where the purchaser receives the product. If your Tennessee setup predates that date, it predates the rules it runs on.

None of that goes away because Tennessee is a member state. The program lined up the definitions and gave you one registration to make. It didn’t move the origin rule for in-state sales, remove the local tax or the state’s own filing calendar, and it reaches none of the states outside the program.

What associate membership is, and the one thing it leaves open

Tennessee has held associate status since 2005, so you can treat it as a settled arrangement rather than a transition someone is waiting out.

What the public record doesn’t answer is whether the program’s own mechanism for funding certified providers reaches an associate member on the same terms as a full member state. No Governing Board source resolves it either way, so the working answer is to plan against the 23 full member states and treat Tennessee as unfunded when you model.

That question is about the program’s machinery, not about what any provider does for you in Tennessee. Absorbing a cost is a commercial decision each company publishes for itself, so coverage here is theirs to state, on the provider profiles.

Where to register and where to find current rates

Register through the SSTRS and select Tennessee. Rates, filing frequency, due dates, and forms are on the Tennessee Department of Revenue’s sales and use tax pages.

We don’t publish a Tennessee rate or a filing date here on purpose: a number that changes belongs with the department that changes it.
