Simplify Sales Tax A guide to the Streamlined Sales Tax program

Rhode Island and the Streamlined Sales Tax program

Rhode Island is a full member of the Streamlined Sales Tax program and has been since January 1, 2007, so if you register through the Streamlined Sales Tax Registration System (SSTRS) you file there under the program’s uniform rules. Your permit here isn’t permanent and it doesn’t cover a second location, so Rhode Island belongs on your renewal calendar, not in the rate table.

Is Rhode Island in the Streamlined Sales Tax program?

Yes, as a full member, effective January 1, 2007. Rhode Island is one of all 24 member states in the Streamlined Sales Tax program.

What SST membership changes for a seller collecting tax in Rhode Island

Rhode Island comes with the other member states when you register once, on how to register through the SSTRS. It uses the program’s shared definitions and sourcing rules, so one system files there. Selecting it starts an obligation, on what your ongoing obligations are after registering, and whether you qualify to have that work paid for is a separate test, on whether you qualify for free CSP services.

What is specific to Rhode Island

Two things.

The permit expires every year. A Rhode Island sales and use tax permit is renewed annually, so it’s a recurring task rather than something you finish at registration and forget. Put the renewal date in the calendar that already holds your return dates, and put a person’s name against it. Your authority to collect in Rhode Island lapses when the permit does, and nothing in your filing software knows that.

Each location carries its own permit. Open a second Rhode Island site, a warehouse, a showroom, a pop-up, and it needs a sales and use tax permit of its own. One company permit doesn’t cover the state. So the number of permits you renew here tracks the number of places you operate, and a new site is a paperwork step before it’s a revenue one.

None of that goes away because Rhode Island is a member state. What the program did here was line the state’s own sales and use tax law up with the agreement, effective January 1, 2007, and that reached definitions and rules rather than permits. The renewals, the per-location permits, and the division’s own filing calendar are still yours to run, and none of it reaches the states outside the program at all.

Where to register and where to find current rates

Register through the SSTRS and select Rhode Island. Rhode Island sales and use tax carries the current rate, the permit and renewal forms, and the filing dates, and the department’s own account of its participation is on its Streamlined sales tax page.

We don’t publish a Rhode Island rate or a filing date here on purpose: a number that changes belongs with the department that changes it.
